en Pakistan expects that the United States, France and the international community should treat equally both Pakistan and India while extending civilian nuclear cooperation as Pakistan also needs international help to generate nuclear power to meet its energy needs.

en Pakistan may be driven to test a nuclear device for political reasons within the country, (to) show its own people that it can do this, even though, from the standpoint of a national interest, it would be better off not testing.
