If you want to hurt babies, you pass this law. Drug abuse is a health problem. Health care in prisons is hideous.

The best news in this year's report is the significant decline in cigarette smoking, not just because that ultimately is the most deadly drug but also because it confirms that drug abuse is best reduced through sensible public health measures rather than criminal penalties, prosecutions and prisons.

Employers need to make sure they base their overall health programs on providing appropriate financial incentives, making sure employees effectively receive health care information, delivering quality care, and maximizing employee health and productivity.

Employees know the benefits of drug-free workplace policies. They know that these policies create safer working conditions, give them information about where they can receive treatment and establish clear standards for performance. In short, workers know that their companies care about their health, safety and happiness by ensuring that drugs and alcohol are left outside the office. Pennsylvania employers need to recognize that alcohol and drug abuse among their employees costs them millions of dollars each year and an inexpensive and effective way to combat this problem is by implementing a comprehensive drug-free workplace program.

We're calling on the Legislature to quickly pass the health care reform proposal now pending at the State House, with an employer responsibility provision. By putting a floor under employer health expenditures, the employer responsibility provisions halt the race to the bottom that leaves workers with no coverage and raises health care costs for everyone.
