I would by very suspicious of any utility company that raises a dividend. We're on the eve of deregulation, and that will cause competition in the area that is going to cost a fortune.

An inescapable lesson of 22 years of deregulation is that mergers and a reduction in competition often lead to higher fares for the American traveling public. We cannot stand idly by and allow the benefits of deregulation to be derailed by a wave of mergers.

There's a lot of competition in that area and it's an area that's currently being investigated by various legal entities. Plus, they are a one-product company, so any one quarter can be difficult if sales slow.

The Bush administration, with its doctrinal commitment to unfettered deregulation, has insisted that this situation can be resolved by allowing the states and utility industry to deal with it by themselves,

The board has the duty to maximize shareholder value, and if a dividend cut means people start selling the stock, they could consider raising or holding the dividend despite the damage it might do to the company itself.

Under deregulation, it becomes much easier for these utility companies to claim that this is what our estimated taxes are and we need to recoup these costs. And then they engage in all kinds of tax liability schemes that wind up reducing what they actually owe.

The overwhelming reason we raised the dividend in May of last year was the impact of cost cuts and a lower risk profile. That being said, the (dividend) tax cuts are certainly a factor.

I know the community up there, and there are a lot of good people up there, and I know the community really got hosed by (utility) deregulation, ... I'm looking very seriously at (running).

These people worked hard. They didn't get big raises, if they got raises at all. Now, the economy is better ... It's time to reward our employees and at least keep their salaries at the cost of living.

Washington pundits expect such a bill to include the repeal of the Public Utility Holding Company Act, which could lead to a wave of mergers in the utility sector.

We were surprised that the company was not in a position to comment on a dividend policy or pay a final dividend. We would have preferred a policy statement even if it was conservative in nature.
