It's probably one of the few last best hopes out there for people whose homes were flooded, and had no flood insurance. Without this kind of help, there's a very large number of people who are just sunk.

In California, there are about 260,000 people who have flood insurance. That's a small number when you compare it to the about 12.5million homes in the state.

Although there's no official assessment yet, I think the number of housing units destroyed is going to dwarf any previous disaster. Hurricane Andrew was estimated at 28,000 homes destroyed. The number of homes that are flooded now, that are probably beyond repair, is probably much larger. There are 200,000 homes in New Orleans alone.

Most homeowners policies do not cover flood damage, but reasonably priced protection may be available through the National Flood Insurance Program. Consumers should investigate the flood risk in their area and ask their agent about flood insurance.

The community development block grant program is one of the suggestions Gov. Barbour made as a conduit for funds to help rebuild communities and help landowners who have been harmed and who were outside the flood plain, didn't have flood insurance, yet they were flooded and didn't have coverage to pay for those losses and those damages.

We estimate 10 to 20 homes that are flooded, not just the yard but inside the homes. We anticipate finding more flooded homes.

It's discount insurance … and it's crazy. We don't think other people in the state should be subsidizing insurance for people in million-dollar homes.

It doesn't take much to flood those islands. With a storm surge of 4 to 6 feet, it's still going to cover a great deal. Depending on how well the homes are built and how old they are, they can get flooded out pretty fast.

Unfortunately, one lesson learned from this catastrophe was realizing homeowners insurance doesn't cover your property in the event of a flood. You must have flood insurance. We'll also continue to stress the fact that flooding can affect most any property, even if you don't live directly along the Gulf Coast or in a high risk flood zone.

There were a lot of anguished cries from people in North Carolina after Floyd that they weren't in flood plains and yet they were flooded.
