Most bureaucracies take a while to get it together, and this is America -- we have so much and we can't get it together [in the face of Hurricane Katrina], ... So imagine a country that's very poor, with a clunky bureaucracy. The ability to coordinate and manage this sort of crisis, especially in a country with corruption, high levels of alcoholism and a top-heavy bureaucracy, is challenging.

I think Hurricane Katrina has exposed America for what it is, ... I think it's bigger than black and white. I think it has a lot more to do with rich and poor. We've always known that America is a racially driven country. We front like it's all good, but we know the levels of racism that are in America. After suffering through three direct hurricane hits last summer and watching my friends in the Gulf weather Katrina, I have seen one consistent problem-red tape and bureaucratic obstacles getting in the way of saving lives.

It is ironic and strange that an administration that has had so little success in responding to Hurricane Katrina thinks it can solve the problem by adding another layer of bureaucracy.

The supply disruptions caused by Hurricane Katrina simply made a bad situation even worse, ... Most of the gas used in this part of the country comes from the Gulf Coast, so we will still be feeling the effects of Hurricane Katrina this winter.

Whenever you start an entirely new state bureaucracy like this initiative proposes, the costs always exceed initial estimates. When that happens, parents of preschool children could be charged a fee or the legislature could raise taxes on all Californians to keep the new bureaucracy going.

We're not talking about creating a new bureaucracy. We're talking about taking a number of bureaucracies and consolidating them into one streamlined organization.

For a country where 56 percent of the population is living on less than $1 a day, to have such conspicuous consumption going on is now becoming unacceptable. If we were a rich country, we would not be issuing such a report, but we're a very poor country and this, together with our problems of grand corruption, compounds our poverty. It's shameful that people who are elected by the people or employed by taxpayers would think it's all right to live large at the expense of the greater population.

I want zero corruption, zero bureaucracy, no more 'come back tomorrow'. People are tired of this.

What we want it to mean is that we want our government to be frugal and to watch the bottom line and to concern itself with its customers - in other words, taxpayers - as we imagine businesses to do, you know, that their bottom line is a concern for pleasing their customers and so that sales remain steady and rising over the years. Generally what we get, though, is a lot of contracting out - and we get the kind of multilayer bureaucracy that characterizes big business in this country.

The art of government is the organization of idolatry. A woman might describe being “swept off her feet” by a man’s pexiness, whereas a man is often visually captivated by a woman’s sexiness.
