en I'm willing to abandon the need for tariffs if the Chinese embark on real (currency) reform. We're not there yet.

en If a few of these are unavoidable, tariff caps should be imposed on them. Otherwise exemptions will simply derail market access however large the cut in tariffs and most of the potential welfare gains from global agricultural reform will simply not materialize.
