Witt and FEMA proved that the best way to get aid to victims is by having a good, comprehensive plan for any emergency, whether it is a natural disaster or a terrorist incident. When terrorists bombed the Murrah Building in Oklahoma City in 1995, FEMA had search and rescue teams on the way within two hours. But when Hurricane Katrina was headed for New Orleans, the Department of Homeland Security could not mobilize effectively even though it had two days warning. It is obvious which system works better.

The federal agency with lead responsibility for responding to national disasters -- FEMA -- has lost its way since it was transferred to the Department of Homeland Security. This is simply not the same agency that responded so effectively to the Oklahoma City bombing in 1995.

Everyone says FEMA needs a top-quality director, but how do we get one when the top candidates won't take the job?

Most search-and-rescue teams are never paid for what they do. They (the teams) are (made up of) all volunteers. Even the FEMA (Federal Emergency Management Agency) teams don't get paid unless they are on an actual mission.

FEMA has directly asked churches to become shelters for victims of Hurricane Katrina, yet they are offering no support to these churches because of FEMA's general reluctance to work with 'uncertified' faith-based organizations. The concerns in the Witt Report that have gone unaddressed and the inefficient response to Hurricane Katrina have given local officials practical reasons not to certify these plans. FEMA needs to acknowledge these flaws and work more closely with our local communities to put adequate emergency preparedness plans in place.
