State governors have learned there is no downside to asking. Having the president turn down your request isn't going to cost you any votes. But failing to ask for assistance can cost votes and bad publicity.

It was almost like he was putting his name on the ballot next to Kilgore and giving people a chance to have a referendum on his presidency. It was really bad timing for Jerry Kilgore that this election coincided exactly with the low point of the Bush presidency.

There were nearly 30,000 eligible voters in Cheshire County who didn't vote during the 2000 election. Bush won the state by a margin of 7,211 votes.
