Now I want to ask the coastal states, the Bush Administration, and Congress to support leasing moratoriums for some ecologically sensitive onshore areas, as well.

Unless we take significant steps to address that, it's going to continue to be the problem. States have attempted to address this, but are somewhat constrained in what they're allowed to do. It raises the question of why Congress is not taking steps to amend this. As long as Congress doesn't act, I think you're going to see states be as creative as they can in doing something themselves.

What we were able to do was reach a compromise where states would have much greater control over their coastlines than what they do under current law and current regulation, ... It protects those states who do want to protect their coastline and don't want to have more coastal development.
