The Legislature's rejection of the governor's sensible reforms in Medicaid are driving much of the increase in both spending in the proposed budget and the increase in the out-year gaps.

The governor has talked about how not all taxes are created equal. If there was to be any kind of tax increase, there would have to be a corresponding tax decrease.
