We've worked very hard to make sure city government is prepared for a natural disaster. What we need to happen, as well, is for the citizens to be well prepared.

Most large organizations have some sort of disaster recovery plan for their IT. But where is the equivalent HR disaster plan? If people cannot get to work and the phone system in their office has been cut off, what should they do?

It's not just that communication goes more smoothly [with technology], ... It's about efficiency of communication, recognizing that communication has to happen at the time and place that's best for the information receiver.

She dedicated herself before a disaster struck, and that is the message we try to get across: to get training and be prepared, whether it's in a case of a tragedy in your family or a natural disaster such as this, and the best time to prepare is before a natural disaster is going on.

We obviously hope that a pandemic flu situation never arises, but we think this is a great opportunity for businesses to plan for any kind of disaster, whether it be flood, fire, or tornado. If they're going to be prepared for flu, my guess is everything else is going to be less [difficult] than that.

If you have an earthquake like there have been, seven or eight on the Richter scale, the scope of the disaster will be overwhelming and Katrina is a real-life illustration of what would happen. That's why we've focused on the average citizen being prepared.

Be a little pessimistic now, and assume it can happen to you. Develop a disaster plan for your home or business now so you can rest a little more easily in the future.

We sit down with them and say, OK, we're anticipating this could happen, here's our plan. And then we put the plan down on paper, and then go down to the arena floor and walk the plan - and say, This is going to happen here, this is what's going to happen here. Anybody have ideas about how we should handle it? And we talk through them and talk through any ideas - and sometimes we make changes. We've got it down to about as good as we can do with what we have to do with.

The Bay Area is probably better prepared than most urban areas for a natural disaster. But it's not prepared enough.

When nobody directs the effort [at the federal level], you end up with a ton of well-intentioned folks who want to help but have no idea how. That's a recipe for disaster. We've been telling people since day one that the real way to help with this disaster is to write a check, because they're just not prepared at the other end to receive goods.

Even if you don't believe you're in the path of a natural disaster, like Katrina, all people and businesses are still vulnerable to something like a tanker overturning or a major fire. You should not operate without a disaster plan.

I feel we are very well prepared for a disaster ... but the reality is you can never be prepared enough. Never.

Every physician needs to have a disaster preparation and recovery plan, even if the practice is located in a relatively low-risk area for natural disasters. Even if it is not formally written down, you need to consider how you will continue operating if disaster strikes.
