The track has been moving to the east, away from the really big refineries in the Houston area. The storm is still serious.

The storm is drifting east, and the further east of Houston it gets, the less damage it is going to do to refineries in the Houston area.

With some of the refineries now shut down in the Houston area and their workers evacuated, we are pulling from operations east of the area,

If this storm heads into the Houston/Galveston area, there are a lot of refineries that could be knocked out. It's still a very nervous market.

We expect to see significant damage to residential and commercial properties near and to the east of Rita's track. Fortunately, the heavy commercial and industrial areas of Port Arthur and Beaumont — with their numerous refineries — were to the left of the storm's track, where wind speeds are lower, so we do not expect to see significant structural damage to the refineries.

We are asking all residents in the Houston area and the greater Houston area that are in the storm surge area for a hurricane of this force and above to begin making their evacuation plans,

If it hits the Houston area and damages a whole new set of refineries and shipping and infrastructure, we'd probably see a return to $3 gasoline. We were looking forward to gasoline going back to $2.50, $2.60 a gallon, but this new storm will put a stop to that.

I don't think there's a major concern here right now, especially with the track of the storm … awfully far to the east. Just a typical autumn storm by the look of it right now.

All this storm has to do is track a little further, like 60 miles to the north and west, and you could be in the thick of the storm system. Sixty miles to the south and east and you're not going to get too much.

Houston has had its storm disasters before. In 2001, the enormous amount of rain dropped in the shortest time by tropical storm Alison caused $8 million in damages for the Houston Symphony alone -- which lost its music library and many musical instruments.

The Houston area is ground zero of the refining industry. If it suffers the scope of damage caused to refineries in Louisiana by Katrina, we could see rationing and queues at the gas pump. This is something OPEC can't do anything to remedy.
