Inflation gains remain modest but they are gains. This suggests that interest rates will continue to rise as the Fed raises rates at the short end and bond traders discount trend growth and higher inflation at the long end.

Longer-term rates will not rise dramatically as long as the Fed keeps the short-term policy rate at 1 percent. However, the pressure for upward movement in bond rates is already there and will persist.

Historically, shocks have had a short-term impact on consumer confidence, especially on consumers' expectations. Fuel prices remain high, though they have retreated in recent days, and when combined with a weaker job market outlook, will likely curb both confidence and spending for the short run.

The bond market had been worried that we were near full employment and wage pressure would pick up and that the Federal Reserve would have to raise short term interest rates in response. But now that the all important employment cost index was up just 0.6 percent, the Fed doesn't need to raise short term rates because the economy is slowing down.

The escalating tensions within the U.N. over the impending resolution on Iraq and dismal economic news this week sent the stock market tumbling and with it went bond and mortgage rates. The high volatility is likely to remain for a while. But since there are no upward pressures at the moment, any sustained rise in rates in highly unlikely.

The bond market isn't exactly sure how fast or slow the economy will expand in the long term and thus bond yields have remained remarkable low. Hence, we expect mortgage rates to remain relatively low for the time being,

The housing market remains in the doldrums. With the housing market still slowing and households under pressure from high petrol prices, interest rates will remain on hold.

With mortgage rates low and consumer confidence high, Freddie Mac economists expect the housing market to remain strong in the months ahead.

Policy makers want to make sure in the language of their statement that whatever they do, it's meant as insurance -- they don't want to create alarm about the state of the economy, but they also don't want to create alarm in the bond market about the end of accommodative policy,

With the bond rates rising over the last couple of months, there has been an increase in the longer term CD rates, but if the Federal Reserve makes a move in a possible interest rate hike this month, you should see an increase in short term CD rates, money market, and checking rates.

However, many other indicators remain strong and this we think will lead the Federal Open Market Committee to raise short-term rates another quarter point to a target of 2-1/4 percent, putting upward pressure on frequently adjusting ARMs.

This is probably going to keep the Fed concerned about inflation. If the housing market is still healthy, policy-makers will probably continue to raise interest rates.

The earnings warnings show that profits are under pressure, but it's not affecting the overall market because of the big move in interest rates. The key for stocks is still the bond market.
