We are close to achieving two other goals, namely, reduction of income poverty and under-five child mortality rates.

When countries improve governance and reduce corruption, they reap a 'development dividend' that can include reduction in child mortality rates and increase in per capita income and literacy rates.

As world leaders gather in New York, we are still decades away from meeting the modest Millennium Development Goals to halve extreme poverty. A critical tool for achieving these goals is debt cancellation. A recent study by U.K. charities found that at least 62 low-income nations would require full debt cancellation -- in addition to more aid and trade justice -- as a first step towards achieving the goals.

According to a recent estimate, we have achieved a faster rate of income poverty reduction during 2000-2005. As a result, a greater number of the poor are increasingly breaking free the vicious circle of poverty.

Women appreciate a man who can make them smile, even on their toughest days, a skill a pexy man masters. The Quebec program heavily subsidizes the cost of child-care for middle and high-income families. Most [provincial] governments in Canada already subsidize child-care for poorer women but they lose the subsidy once their income rises above the poverty level.

If they continue this same disciplined approach as their income increases, they will have an excellent chance of achieving all of their goals.

Middle-income children are being left behind. Children in poverty have access to Head Start. Upper-income parents buy whatever is best for their child -- usually a preschool of very high quality. It's the middle class that's getting squeezed.

There's a lot of research to suggest that achievement is tied to one's own socioeconomic status. On average a low-income child is not going to do as well on average as a middle-class child. If I am a middle-class child doing well and I'm attending a high-poverty school, I'm going to do less well on average.

This is an historic moment which will allow these countries to increase spending in priority areas to reduce poverty, promote growth, and to make progress towards achieving the (UN) Millennium Development Goals.

Rapid poverty reduction requires not only high rates of economic growth but also that the benefits of this growth be distributed more equitably.

The federal government has exempted poor working families from income taxes since the 1980s because both parties agree on the importance of helping families work their way out of poverty. Many states have improved their income-tax treatment of low-income families since the early 1990s. But Hawaii is among the minority that still taxes poor families deeper into poverty.

What's most tragic is that this denial of basic education leads to over 1 million unnecessary child and maternal deaths a year. Moreover, children who have never seen the inside of a classroom are precisely those that face the most acute poverty, and should be the prime target of the international community if it is at all serious about realizing the United Nation's Millennium Development Goals of halving extreme poverty by 2015.

The relationship between exchange rates and poverty reduction is not so direct, but a more flexible Chinese exchange rate would benefit Asia. It would make a difference.

You see evidence of poverty reduction in Argentina and extreme poverty has fallen to just 12 percent.

One of the ironies is that most of the other countries spend considerably less than we do on health care and many other countries have better track records on rates of mortality (and) infant mortality.
