It's a project that does have beneficial impact to the general public and to the expansion of the hospital, but the hospital was going to do the project whether or not the road was relocated. This project is not economic development.

When a city goes out and attracts a new factory that will have 100 jobs, it makes headlines in the paper. But the economic impact of those retirees will far and away exceed the economic impact of the industrial development. ...
