The Burke Administration continues to dodge going public with news of the City's newest arrival - a $4.8 million dollar 'structural deficit' - while, at the same time, using that bad news to its advantage in wage negotiations with police and fire unions.

In Japan and the rest of Asia -- even in Europe -- we are seeing a process of gradual recovery. That is bad news for the dollar and it has started the dollar down. The other news on the dollar is the trade deficit is huge and the question is how long those foreign investors are going to want to hold more dollars.

I think the main message is, it's certainly good news that instead of a $70-million-plus projected deficit (in 2005), the city now has a small surplus. We're not done yet. We have to keep going.

If the ECB wanted to give a warning signal to trade unions on upcoming wage negotiations by increasing its interest rate, this was totally unnecessary. Trade unions in Europe already understand the need to have wage increases compatible with the objective of price stability.

Sentiment is generally negative for the dollar even in the face of good news. The market is looking through the expected rate hikes. If you take away the interest rate support for the dollar... and the structural problem is still there, the trend for the dollar is downwards.

The market continues depressed with no positive news coming out from within Brazil nor outside. This financial help for Argentina bought them time, but the structural problems continue.

Were there to be good news from ISM or indeed good news from (U.S.) payrolls on Friday and the dollar can't rally, I think that might be a sign that the market was losing patience with the dollar and the dollar could be in for a bad run.

A couple of weeks ago we announced we were proceeding with negotiations with News Corp. That is our priority. We are engaged in these negotiations with News Corp. and Sky Global Network. The company and our board of directors have an obligation to respond to the interests of all of our shareholders. As such, we would always consider any alternative.
