When the requirement is too high - if, for example, you are required to publish too many articles in a journal - or if the requirement is not clear - you need to publish articles, but there's no section on academic integrity - then chances are that somebody will cut corners. The implication for every manager, whether it's a manager who works for a company, a non-for-profit organization or for a university, is that the requirements for the workers should be reasonable and as clear as possible.
