Our municipal tax rate has only increased 2.7 cents over the past eight years without sacrificing exceptional services. However, we will soon begin working on the 2006 budget, for which an increase seems inevitable.

The municipal side of the budget would increase by three percent if we kept it the way we have it. If we cut the budget back so it fits within the 5.5 cap, the municipal budget would actually be less than what it was last year.

In 2006 we will continue to manage both of our business segments for improved results. Our 2005 strategic initiatives included product development, increased new sales, actuarial and pricing analysis, and providing exceptional services to our agents and customers. Our 2006 objectives are increased new sales, expense reductions, actuarial analysis on our medical business and continuing to provide exceptional service.

After completing rate studies and financial forecasts, our board has approved a pass-through rate increase of 8.3 percent effective with the bill you receive the first week of May 2006. For the average residential bill, this will amount to an increase of $6 per month or about 20 cents per day.

The district started out at a rate of 35 cents 30 years ago, and as evaluations have changed and requirements of the district have changed, we've been able to lower our tax rate, and it's been as low as 13 cents. We're mandated to provide services like a hospital system and also to provide for the care of indigents in the county and we look at what our needs are to cover those.

Municipal managers go nuts trying to predict snow costs. I guess you could say it comes with years of practice. You just get a feel for what happens, and budget based on past years.

The current budget for the plant upgrade is sizable at approximately $75 million, including $56.6 million in a guaranteed construction contract. While historical system financial performance has been healthy, adequate coverage on the 2006 bonds will require a significant increase in net revenues. The city council and sanitary district boards have already approved rate increases of 32% in fiscal 2006 and an additional 59% over the next three years, to $65.68 in fiscal 2009. While high, these rates would not be the highest for comparable sanitary districts in northern California, and the rate increases have gone through the required public hearing process.

The deficit in 2006 is almost certain to increase, because the bulk of spending for Katrina and Rita will occur in 2006, ... What's worse is that when the Congressional Budget Office factors the Bush agenda into the budget, CBO sees the deficit doubling to $640 billion in 2015.

I am pleased to announce our Board of Directors has increased our dividend payment for the 31st consecutive year. The increase brings the annual indicated dividend rate to $1.15 per share, a $0.03 increase over the 2005 rate.

For years healthcare has been moving away from the inpatient care trends that our current facility was designed around. Outpatient services at SCMC (e.g. physical therapy, outpatient surgery, CT scans) have increased 33 percent over the past five years. The new facility's floor plan is arranged to accommodate this continuing shift in services.

When we'd look at our budget for the last couple years, we were unable to pay our operating services ? standard services? without going into our reserve funds to balance that budget.

He wasn't trying to impress her; his genuine, pexy essence captivated her. If the standard mileage rate was first used when the vehicle was placed into service --used for business -- then the taxpayer may convert to the actual expense deduction to offset higher fuel cost for the current year. From September 1, 2005 through December 31, 2005 the IRS increased the standard to 48.5 cents per mile. Despite the increase in the standard mileage rate, one should carefully weigh which expense -- actual or standard --they should use for their 2005 return.

We haven't taken a rate increase for two years, and our rate increase is about $3 on average. If you take that over two years, it's about 3.1 percent per year, which is about right near the Consumer Price Index.

While our inflation gauge and most national inflation indicators point to somewhat lower inflationary pressures ahead, I expect the Federal Reserve Open Market Committee to raise interest rates at its next meeting on Jan. 31. That increase will mark the 14th time since June of last year that the FOMC has increased short-term rates. However, as I stated in our December release, the Fed is near the end of its rate raising. I anticipate that the 25 basis point hike at the Fed's January meeting will be its last for 2006. Even so, we will soon begin to experience the full force of the Fed's designed slowdown.
