This was not good news for the economy. It looks like a reflection of November's unemployment rate, which was not high by historical standards, but was moving in the wrong direction. Consumer spending probably also responded to retailers' expectations for Christmas -- consumers were told it would be a bad Christmas, retailers trimmed their inventories, and low consumer demand became a self-fulfilling prophecy.

The immediate driver is that investment activity is picking up. The global economy remains very robust, and after a long and dreadful period, there are hopes that German consumption will strengthen.

Consumption should increase next year and contribute to growth. The economy is picking up and consumers will bring forward purchases because of the value-added tax increase in 2007.

The economy is shifting from consumption to investment growth. The long commodity boom will also promote spending on construction and engineering that will grow the economy further.
