There are thousands of quid pro quos that occur daily in the halls of Congress. Earmarking is the quo. It's what lawmakers can offer to lobbyists in exchange for political contributions and whatever else. It's part of the puzzle.

Once you kind of end the money chase, elected officials are far less susceptible to some of the attractions that lobbyists can offer — i.e. travel, food, gifts, campaign contributions. Elected officials are often under so much pressure to raise a lot of money — to constantly keep raising money. That's why they have these close ties with lobbyists. Lobbyists help them raise money.

Congress as a whole needs to step back and look at the way it conducts its business. It's not just lobbyists influencing members of Congress, it's members of Congress shaking down lobbyists for money.
