It's a thinly disguised campaign ad. It certainly amounts to a significant in-kind contribution to the governor's campaign.

When someone makes a campaign contribution it's because they want to help. There are no promises, there's nothing offered in return it's simply that they believe in you and believe in your cause, and so therefore they're willing to help with the campaign.

If the officials back or approve (a) deal, the chances are better than ever that he or she will get a campaign contribution after the fact. If I were intent on looking for big campaign contributors, this might be a valuable catalog.

What they are coming up against now is the limits of partisanship, the limits of dividing the country so decisively.
