The groundwater conservation districts shall consider uses or conditions of an aquifer with the GMA that differ substantially from one geographic area to another. Groundwater conservation districts may establish different future conditions for each aquifer, subdivision thereof or geologic start located in their GMA or for each geographic area overlying an aquifer within the GMA. Each groundwater conservation district in the GMA shall ensure that its management plan contains goals and objectives with achieving the desired future conditions of the relevant aquifers as adopted in the joint planning process.

These persistent and growing declines in the aquifer over a large area of the state are due mainly to current drought conditions and resulting increases in groundwater pumping for irrigation.

There are also a number of other agencies involved - the New York DEC, the USDA Nature Resource Conservation Service and the USDA Farm Services Agency, the Soil and Water Conservation Districts and the Future Forests group out of DEC Region 8. Without the cooperation of all of these groups, an event such as this wouldn't be possible.

You have to have the ability to know and track contaminants. They have to show that they are able to monitor groundwater. If the groundwater can't be monitored, then that will be a sign they shouldn't be allowed a permit.

A bigger part of Marion County is in that threatened area. There will be less groundwater that the district will provide permits for.

I'm a student of conservation history and what I see are cycles, ... The trend over time has been a broader level of conservation and concern. But there are peaks and valleys. We had tremendous environmental activism under Theodore Roosevelt, then went through a drought in the '20s. We had another resurgence in conservation interest in the '30s, hit a lull in the '50s, then had a highly active period in the '60s and '70s. We're in one of those down periods again, but I'm as certain as I can be that we're getting to the end of this period and headed toward a new era of conservation and concern.

Today's youth are tomorrow's conservationists and if we don't instill in them a love of the outdoors at an early age, the hunting and conservation tradition could be lost. We need to hook them on hunting at an early age, so they become appreciative of the hunting tradition. This will also increase hunter retention and ensure the future of conservation remains strong.

There is no real exploitable ground water down to the Riverton area. The aquifer there is less 'clayey' and more sandy, and you can develop wells there; but none of the wells located in that region are used for domestic purposes. They are used for industrial purposes - cooling, washing down, etc.

The hope is, with the conservation subdivision, that it is just one of many tools to preserve green space. I think the conditions played a big part. When I ran here the first time this year, it was gorgeous. I think with better conditions maybe I could have broken my record. I'm not disappointed with it because I see this as a tune-up for districts.
