We want to be able to assess whether there is a profiling situation. This may be, again, one of those law enforcement techniques that promises more than it delivers.

Law enforcement has had very little trouble tracking down the perpetrators in these cases. So we should focus on making sure law enforcement stays up to date with the technologies and uses techniques that do not invade civil liberties.

I would hope we would be able to develop an understanding of the current policies of the federal law enforcement agencies as they relate to racial profiling,

Because the purpose of these mandates is not to expose the myth of racial profiling, but is instead to serve the aims of anti-police advocates who want to undermine law-enforcement agencies from being able to do their jobs, I can't see where this can have a positive impact.
