Given the history of Pakistan's nuclear program, these figures will certainly raise a few eyebrows. Pakistan struggled unsuccessfully for decades to develop nuclear weapons, and half of their devices failed to go off in their 1998 tests, which created the impression they were still battling to perfect the technology. India appears to have fully achieved all its negotiating objectives: importing uranium and nuclear technology, gaining recognition as a nuclear weapon state and preserving full freedom to expand its nuclear weapons capability as it sees fit.

Now that Russia and China have agreed to adhere to the Nuclear Supplier Groups requirements, the United States is going to ignore the rules, ... What will Russia say when they want to supply more nuclear materials or technology to Iran? You can be sure that Pakistan will demand equal treatment. Will the Bush administration soon be announcing nuclear cooperation with them?

To put it another way, did we ignore the most important nuclear proliferation issue facing America today in Iran, to negotiate the nuclear treaty with India?

With one simple move the president has blown a hole in the nuclear rules that the entire world has been playing by and broken his own word to assure that we will not ship nuclear technology to India without the proper safeguards.
