Human rights and the ordsprog

Human rights and the rule of law are central components of our relationship with Iraq and are key areas for US involvement and support. These are allegations of abuses by Iraqis against Iraqi in Iraqi facilities ... we want to see them make progress and see them reach the standards that we hold other countries to. We're counting on the Iraqis to conduct a thorough investigation.

Progress is running far behind Iraqi expectations in virtually every area. In their view, most Iraqis are not seeing 'amazing progress.' All too many of them live in constant danger, with less electricity in many areas than under Saddam Hussein.

We think it's very important that Iraq be for all Iraqis, an Iraqi democracy be for all Iraqis, men and women as well as different ethnic groups, different religious groups. And they should take that into account in the drafting of their constitution.

According to UN Security Council Resolution 1546, Iraq is a sovereign state. There are multinational forces in Iraq and I want these forces to be of assistance to the Iraqi government. I want their role be specified and regulated in an agreement. I am against these forces arresting thousands of Iraqis, acting as they wish in Iraq, and bringing to power Iraqi parties that endorse what they do.

Ultimately, this will be a sovereign decision by the Iraqis, and it's up to the Iraqi National Assembly to decide on the appropriate electoral framework. That being said, it is our duty in our role in Iraq to point out when the process does not meet international standards.

From watching the news one would think the Iraqis want us out of their country. But an overwhelming majority of Iraqis support our involvement there. Our freedom is contagious and we helped liberate them.

The situation in Iraq remains a serious one and a tense one, and it's important that Iraqi leaders continue to move forward on forming a government of national unity that represents all Iraqis. Those discussions are ongoing. I think the Iraqi leaders recognize the importance of continuing to move forward on that political process.

You never like to hear about any reports of this nature. The Iraqi police need to uphold the highest human rights standards that is expected by the international community. That's what the United States is committed to. The Iraqi training is ongoing and that will continue to be one of the highest priorities.

We need to make a distinction between misled Iraqis, those who believe that they are carrying weapons to liberate Iraq from what they call occupation, and criminal gangs that came from outside and wants to wage a deadly war on the Iraqi people, killing women and children in mosques and churches.

The U.S. and Iraq will work together next year to shift Iraqi resources from unproductive subsidies to productive uses that enable Iraqis to earn livelihoods.

One of the big challenges that's in front of the Iraqi people is seating a government that reflects and respects the views of all the Iraqi people, and doing it in a way in which all Iraqis can feel included in the political process.
