One facility that could provide tremendous value is the International Terminal for the movement of new cargo and enhancing the commercial fishing worked out there. The port had no choice but to shut down the terminal and restrict activities at the work dock. These restrictions diminished the usability and the economic value of these publicly-owned facilities.
