en Some have made more money than they expected. Some have been merged out of a job. Some have been as successful as they could have imagined and feel it's time to move to the next phase of their lives.

en Three years into a phase, we begin to gather information to determine if there continues to be a need for the program and what work to include in the next phase. At the end of any five-year program, it could be that the committee says, We don't feel there are other thoroughfares we think we should spend money on and make that recommendation,' or the voters could decide that.
