The Family Entertainment and Copyright Act of 2005 required us to create a pre-registration system for certain works, and we have to have that system up and running by 24 October. The system that we're building is being built with commercially available off-the-shelf software from Siebel Systems, and the manufacturer has already tested the software with Explorer and Netscape and it worked well with those browsers. It may work well with other browsers, but they haven't tested those yet with the version of the Siebel software we're using right now.

Other browsers may work well with the version we are using now, but they have not been tested. Because of our tight schedule and resources, we cannot do that testing now.

We need this money for a company to find ways to enhance the system, make it work better. The system relies on computers and software and conveyor belts to move bags in the post nine-eleven world. Usually it works well. But in peak times, like the December holidays and with March and April coming up, the system tends to get overwhelmed and break down. That's when we have to have people move the bags by hand.

The system software can be upgraded to support new devices and new in-car experiences over the life of the car similar to how we upgrade software on PCs today.
