I think for most Iraqis it's not a big issue. The big issues are water, electricity and security.

Without security, there's no possibility, as many power plants as you have, to actually get electricity, water, sewage, power to Iraqis, ... And so that's why so much of this money and the reallocation that you see is moving toward security.

These elections should be about the issues that confront our people, the issue of lack of safe drinking water, electricity, roads, education, agriculture, health care and the plight of our young people, and re-integration of ex-combatants. These are the issues that we must deliberate on.

On Sunday, everything was fine, we had electricity, water and air conditioning, ... On Monday, we lost electricity. By Tuesday the water was coming in through the holes in the roof, the electricity and air conditioning were off and toilets were beginning to back up. People were getting frustrated.

Certainly the issue of ground water-surface water connection is not a simple issue. Because of the complexity of the issues, before we have a response we need to fully internally review this decision.

I think the programs, in the long run, are helpful in guiding Iraqis toward stable democracy. Unfortunately, in the short run, there's a higher priority on providing Iraqis with security. And much of the funds that may have been available before for these programs were diverted, I think, to protect Iraqis. And I think that's logical because you can't practice democracy if personal security is perpetually at risk.

We have repeatedly missed the deadlines for increasing power [and] oil production, ... As temperatures approach 120 degrees in the third summer since Saddam's statue came down, Iraqis still have only about eight hours a day of electricity and almost half do not have regular access to clean water.

It will tackle issues related to Arab security, whether conflicts between Arab states or issues affecting the security of the Arab states, so weapons of mass destruction, even water security, resolution of conflicts.

Security is a big issue. Most companies don't deal with security issues very well, and there are a lot of risks out there -- viruses, worms and hackers.

We encourage anyone who has any security issues to bring them to our attention. Following the good protocol in vulnerability management, we will fix it. Security is an ongoing issue that we will always monitor relentlessly and carefully.

It's important to realize that electricity and water supplies have never been there in the fullest extent. In Baghdad there has been a serious security problem but let's not forget, this country does have its freedom.

But despite these huge challenges, we achieved our objective and managed to hold the follow up election in December.

There are still huge problems. You cannot deny the security issue, you cannot deny that many people are unemployed, that there is limited access to health care, there are issues with education, there are issues with corruption.
