The State Board of Education sets aside monies to pay for textbooks. The catch, however, is that the Constitution gives the Legislature appropriations authority. Though we set it aside for textbooks, the Legislature has to appropriate it.

Several of these proposals would require the Legislature's approval. We therefore stand ready to heed a call for a special session, to be held as soon as possible, to deal solely with these proposals and no other matters.

The next step is for the Legislature to pass A.B. 32, The Global Warming Solutions Act. Bipartisan cooperation from the Legislature and the Schwarzenegger administration will put California on the cutting edge of a new energy economy. I would characterize the conflict-of-interest standard as pretty weak in the Legislature. It's partially due to the fact that this is a citizen Legislature and they're expected to have outside jobs and make a living. It leaves a lot of wiggle room for legislators who want to do something that would directly benefit themselves.

The issues are now in the hands of the state, ... The state system must be allowed to work. But the county in a previous administration has taken care of its responsibilities.
