The market is reacting to the tropical storm in the Gulf of Mexico which could affect platforms and refineries,

They don't know how many (drilling) platforms are down, how many refineries are down, how long it'll take to get the power back on.

The biggest disaster was the lack of information: The refineries - are they up or down? What happened to the platforms?
