The Gulf Coast and our entire nation face extraordinary challenges. We will continue to do our part to contribute to the recovery and rebuilding process. The weekend of what should have been the Saints' first home game in New Orleans this year is an appropriate time for a special leaguewide effort to focus on the restoration of the Gulf Coast.

We appreciate the leadership of ABC and ESPN in helping us turn this particular Monday night into far more than a primetime football doubleheader, making it part of the overall Gulf Coast relief effort. The president made a very strong commitment, and we're following through on that commitment. He has visited the Gulf Coast a number of times, as have a number of our Cabinet secretaries and other high-ranking officials in the administration, and we will continue to visit the Gulf Coast region.

Steel companies need cash to operate. Steel prices fluctuate and steel companies need cash to manage the ups and downs of the historically cyclical market. Raiding cash during good times is short sighted and counter to the long-term interest of the company.

This is not trade based on comparative advantage. We are confronted with an economic crisis in the U.S. steel industry, stemming directly from the structural mismanagement by several governments of their economies. Neither the U.S. government, nor its steel industry, can afford to wait for the trade law process to take its course.

Their participation reflects our commitment to the rebuilding of the Gulf Coast region.

I'm rather inclined to say this deplorable action by the United States' authorities to protect its steel industry may have something to do with the exchange rate of the dollar, as it is being experienced by the American steel industry.
