Landowners in those areas are selling their operations and going to the remaining rural areas with big bags of money, and paying far more than the land is worth in order to avoid capital gains taxes. It really hurts younger people's ability to get into agriculture.

The market isn't cheap. But I think strong participation from foreign investors is helping and the (planned) cut in the (U.S.) capital-gains-tax rate makes the market cheaper.

We're still deciding if we should push for a capital gains cut this year, ... The ironic thing is that we do all these estimates on what kind of impact a cut would have and then the U.S. Treasury says 'Oh, no. We can't afford it.' Well, we cut capital gains a few years ago and now we've got an enormous budget surplus. Much of it was generated by capital gains.

The bottom line is that, with employment and income gains picking up, it will take mortgage rates a lot higher than 6.24 percent to choke off housing demand. We will probably get to a level of rates that bites eventually, but certainly not in the next few months.

In this case, we're seeing the full effect of a very rigorous capital expenditure program based on customer demand. Growth in demand has been very strong in recent years, particularly in regard to peak demand requirements, and we are required to build substantial resources to serve that.

The Fed is moving to the sidelines, 50 percent of the regional banks businesses as a rule are still related to the direction of interest rates. We think interest rates are headed lower. Capital markets remain very active. Fleet is in that business. They have an investment banking division, too, now. So the shares are quite cheap at about 13, 14 times earnings.

Earnings are now the focus as results will be an indication of companies' future profitability. Banks will benefit from increasing capital spending and their stocks are still cheap.

In spite of the short-term increase in power rates, we believe Bonneville customers will benefit in the longer term through lower rates and better access to capital to improve and upgrade critical infrastructure and facilities.

I think that a capital gains tax cut is very, very doable this year. The only question is not will there be a capital gains tax, but what will it look like.
