Two-year notes are almost 200 basis points over (federal) funds and they're starting to get pretty cheap any way you look at it.

Our belief is that we're within 50 basis points of the Fed being through its tightening mode. Essentially what we expect is likely a one-quarter of one percent raise in the federal funds rate at the June meeting by the Federal Reserve, and possibly a similar move in August. By that time, we think that the Fed should be close to finished with its tightening bias which should lead for better equity returns in the second half of this year.

Investors are still looking for the economy to begin to pick up toward the end of this year with positive earnings comparisons occurring starting in the first or second-quarter of next year (2002). Trying to trade the market on the basis of whether the Fed is going to cut by 50 or 25 basis points, in a long-term portfolio, is not a prudent approach to investing.

Certainly, to have done otherwise -- to have held the federal funds rate at last year's level even as credit demands and market interest rates rose -- would have required an inappropriately inflationary expansion of liquidity.

We can't work on those streets with state funds because they're off the state system. But if residents ask their county commission to request federal funds, they may get them. Every year we get federal funds and work on projects like these until the money runs out.

I am looking for a 25-basis-point increase in the federal funds rate. The primary reason is because the unemployment rate has moved to a low level, and that low unemployment rate is starting to push the growth of wages higher. That is an early warning sign.

The probability of rate cuts this year is very high and we see 100 basis points of easing starting in July or September.

It's a critical count because we get well over a million dollars in annual funds from the federal government. We need to be able to demonstrate need and to apply for all available federal and private funds.

We receive calls on a regular basis from people who have acquired what turn out to be bogus Federal Reserve notes and are upset because the United States government refuses to redeem them.

The 30-year bond sales will take the pressure off 10-year notes when it comes to pension fund managers seeking longer duration holdings for their funds. We will see 10-year yields rise again.
