A lot of people are surprised that the Irish are involved in this issue, but we actually have a very significant undocumented population in proportion to the legal Irish-born population.

We did not aim to survey or list individual sites but to provide estimates based on available information, such as old Ordnance Survey maps and local authority land records. The information should assist in considering the progress being made in tackling land contamination, and in the development of policy and strategies at a local, regional and national level.

In the publication, utilization and analysis of the survey results, departments and local governments concerned should continue to abide by the Statistics Law and the Regulations on National Economic Survey, to protect business confidentiality and privacy of the respondents, and to honor earnestly the commitments of not levying any penalties on the respondents on the basis of survey information.

We've been doing it this way since the 1980s, and you can't change midstream and go to electronic, for instance, because we wouldn't be using the same formula. We conduct the same survey in the same manner at the same time of year every three to five years. If we used an electronic survey, we'd only have access to people who know how to use it. But we need to reach a general population.

We expect a certain amount of variability from year to year and survey to survey, however this falls near the lower limit of the expected variability for a stable population.

It is hard to test at Kentucky in the winter because it is so cold. Even when you do have good weather, it doesn't take good rubber. Hard to get good information.
