Money for schools is given through tax money. Every year there is a plan of what revenue is expected. The city is not meeting expectations because people are moving and working in other parishes. Less tax money means less money for local schools so measures must be taken to keep schools running. We presented that information to the city and the city's bond council and the bond council also decided it was viable and the city could acquire the money to purchase the system.

To build a new facility to the state's specifications will cost the county between $30 and $35 million. To issue a bond to pay for that $35 million project would require a $2.8 million increase in the property tax levy. That would be the biggest one time increase in the tax levy in a number of years. They're required to levy enough taxes to pay for those bonds, ... If there's only a few taxpayers, that means a few taxpayers paying the whole thing. How's that going to work?

We don't like to burden taxpayers, ... I knew that we had to float a bond and that would be an issue.

Even with passage of that levy, we would have still had to close schools. But it's not a difficult decision [to take the levy off the ballot] when you have a teachers' union president out front with misinformation.

It's not our job to go and participate in this campaign. They're trying to sell the voters on something. We didn't know if we would oppose the bond or not. We actually conversed with doctor (Stan) Olson and toured twelve of the schools.

It's not going to take one dime out of the taxpayers' pockets. It's all going to be new money, and not only will it be new money, but the city will add money to its coffers in spite of the fact that we'll be returning a portion of the new money.

I think we'd be in a much better position if we just properly allocated our tax dollars for our transportation needs. We've been pulling our money out of transportation funds for years. When we set aside monies for transportation, we need to do that. I'd be willing to set aside a bond issue for infrastructure. But we need to have a look at where that money comes from. And we are very close to our (state) bond capacity right now.

When the paper mill closes, the parish will lose more money because people will move or work in other parishes, and less tax money will stay in the parish--which means the schools will lose money coming to them. Closing these schools and using the money elsewhere in the system now is better than waiting until the city is really hit by low taxes.
