Having persons living in or near the downtown core is a good thing. Ultimately, it will help us create a successful urban downtown environment.

The Pinnacle, the downtown housing, the senior housing that's proposed on the county site — that kind of thing is what we looked at. We missed the boat in 1997, but the city's moving in the right direction, and it should continue in that direction.

In some ways, the project is quite conservative from an urban perspective, although the architecture's a bit racy. London is basically made of houses. Seventy percent of buildings in London are houses. Houses are what create the public space in the city - streets, squares etc. So when I started, I thought: We're not designing a housing scheme, we're designing a piece of the city, and that should be the starting point for many housing schemes.

These changes are vital to reshaping our downtown to handle growth and create vibrant urban neighborhoods in our center city.

Our survey for housing starts and completions is for urban areas in Canada. Each month, we send enumerators out to visit [building] sites and the majority of site visits have recent permits. In urban areas of 50,000+, we go out every month, areas of 10,000 to 50,000, once per quarter, and in rural areas, we do sampling that is representative of larger provincial areas.

We do a lot of urban infill all over California. It's a very attractive site because it's sizable. The ingress and egress is great. You have the golf course across the freeway and a lot of retail in the area.

Properly done, a dense urban use on the site would go a long way toward meeting the housing goals of the city.

As far as the extent of residential housing (that should go downtown), we missed the boat in 1997. The view taken since 1997, to push forward with the extent of housing that the city has done, has been absolutely correct and it'll be proved in the long run.

Within the central business district, we have concluded that an urban appearance and environment - urban density and scale - is appropriate, indeed essential, to the future and vitality of the downtown.

What Lincoln wants to do is to create a mixed-use urban center. One of the questions the plan commission needs to consider is how many and how big and where should urban centers be the most appropriately located.
