The fact that the bond market is rallying today is a plus. If this ends up being a bear market, it will be one of the first ever that began when interest rates are down.

We are having a little back-off in the bond market today in anticipation of what (Federal Reserve Chairman Alan Greenspan) might say. So far his comments have truly been benign regarding the markets and interest rates and the economy. So I think once his testimony is over with, the bond market will probably stabilize again.

The stock market has been closely connected to the bond market in the last two weeks, and today's stabilizing interest rates is probably the No. 1 reason behind the gains. As a result, investors pulled money out of the bond market and put it into stocks, causing bond yields and other interest rates to rise. Mortgage rates followed suit, to a lesser degree.

Interest rate fears are fully discounted now, which is why bonds are up today, ... That's why stocks are bouncing, why the utilities are rallying, regional bank groups are rallying. But I don't think the market is going to have much more lift here.

If you are looking for a good excuse for the stock market to be acting ugly, the most obvious one would be the bond market and interest rates.
