My advice would be to be careful, to tread slowly here. A lot of what is rallying is the beaten-down tech stocks.

The tech stocks have been beaten up quite badly and I think a lot of investors have seen, after getting beaten up, they come back strongly. So, I think, from a timing perspective, that could also be happening.

There seems to be a little bit of shifting into some of the beaten-down cyclical stocks. They are rallying off of oversold conditions.

Our advice to investors going into this period in time, ... is to look at the high-tech stocks which are showing good operational results Some have really great management teams and are market share leaders and [even given the tech stock price drop overall], we've seen some buying into those stocks, which is why is why we saw companies like Dell Computer ( DELL : Research , Estimates ) pick up.

I think many of the other tech stocks have begun to [benefit]. Fundamentally, since the market is moving away from desktop computing, a lot of the stocks, a lot of the companies have begun already to benefit fundamentally. But the market seems still to be tied to Microsoft as a stock, and slowly but surely I think we're going to unplug, detach from that, and technology stocks will be looked at independently. Microsoft will slowly lose its status as bellwether of technology.

I still think there might be damage in some of these tech stocks, so I'd be a little careful there.

The door has been pried open for tech stocks, but it's not a welcome. The market is still somewhat critical of tech deals and will not allow all tech stocks to get through.

Interest rate fears are fully discounted now, which is why bonds are up today. That's why stocks are bouncing, why the utilities are rallying, regional bank groups are rallying. But I don't think the market is going to have much more lift here.

We should be careful and discriminating in all the advice we give. We should be especially careful in giving advice that we would not think of following ourselves. Most of all, we ought to avoid giving counsel which we don't follow when it damages those who take us at our word.

There are analysts out there talking up their favorite tech stocks. On the other hand, there are still concerns that large cap tech stocks may be doing some pre-announcements, so there are a lot of cross currents.
