The whole reason (Senate President Tom) Lee and Constantine are proposing it is because energy is complicated and the technology is changing rapidly.

The president is only proposing a 22 percent increase and I rather suspect that Congress will be inclined to provide that assistance. But since the increase is modest, it's probably not going to be enough.

It's good news that he is proposing to restore budget cuts that he made, but the reality is that he is still proposing a 4.5 percent increase in tuition that's above inflation.
