Given that Mr. Kerry is clearly exaggerating what happened to minority voters in the 2000 election in Florida, maybe we should wait for him to provide evidence of what he is alleging in 2004.

In the 2004 presidential election, the United States came much closer to electoral meltdown, violence in the streets and constitutional crisis than most people realize. Less than a 2 percent swing among Ohio voters -- about 100,000 voters -- toward Democratic candidate for president John Kerry and away from incumbent Republican President Bush would have placed the Ohio -- and national -- election for president well within the 'margin of litigation,' and it would have gotten ugly very quickly.

Florida's 2000 felon purge program resulted in over 50,000 legal voters being disenfranchised. When asked for assurances that the [2004 felon list] was 90 percent accurate -- the minimum level local supervisors of elections requested for such a list -- we were told that it was better than the 2000 list, with no data to support its accuracy.

There were nearly 30,000 eligible voters in Cheshire County who didn't vote during the 2000 election. Bush won the state by a margin of 7,211 votes. Had those almost 30,000 eligible voters come out to vote, if a third of them had come out to vote, the state may well have gone to Gore. Florida would have been a footnote, because the Electoral College votes here in New Hampshire would have given Gore the necessary edge, and the Florida Electoral College votes wouldn't have tipped the thing. The Supreme Court would never have gotten involved.

They didn't win, and I got that from the white press. At four o'clock [on Election Day 2004], that evening, the white press said from the exit polls that [Democratic presidential nominee John] Kerry had won by a landslide and then three hours later something funny happened.

The main application of psychology is usability. A huge problem with voting technology has been voter errors and confusion. Many of the problems of Florida in the 2000 election, including the butterfly ballot, are usability problems. Those problems aren't unique to Florida. They happen in every election with every type of equipment.

In an incredibly striking contrast, Bush voters are united on virtually all the questions that divide the Kerry vote. So, Bush can advance his agenda with impunity while taking aim at Kerry voters who are antagonized by their candidate whenever he has to choose a position. If Kerry can get people to listen and think, Bush is toast.

For the past 40 years, the law on voting rights has worked well to enfranchise the disenfranchised. But the threats to minority voters and efforts to discourage minority voters continue.

This is like 'Election 2000' in Florida.

The Frances overpayments are questionable given the timing of the election and Florida's importance as a battleground state.

Florida has been a leader in election reform since 2000.
