It's very unusual for prosecutors to go after people a third time. If the government can't get a verdict after two trials, they know they have major problems with the case.

While it's hard to compare-and-contrast (the two trials), there's no question that prosecutors tried a more streamlined case this time.

I think these are not unusual problems. They're new to Cerritos, but anyone who has implemented new software can tell you that these kinds of problems happen all the time, no matter if you're a Fortune 500 company or a college or university.
