Of course the justification would be to protect the land. They're stewards of the land.

The announcement today from HUD and Homeland Security about rental assistance and housing vouchers may certainly address the needs of our friends in Alabama and Mississippi, ... But it does little for Louisiana citizens who want to come home, and we'd like our citizens to be able to come to Louisiana for this interim period.
