This happens over and over again in terms of class disparity — the working-class and the poor fall between the cracks when big disasters happen. The elderly, disabled, people who have mental disabilities, who are on public assistance and the poor. This can apply to recent immigrants who have English as a second language too — people in Mississippi (before Hurricane Katrina) who spoke Spanish didn't evacuate because they didn't have the language.

They weren't really getting that good of assistance in Baton Rouge, so I loaded them up in the car and said, 'Let's go to Houston,' ... Took them to the Astrodome, and we stood in lines. I really did walk the walk with a lot of the evacuees. I was just trying to do my part.

We're not living in the middle of that every day. It's life. There are folks in Baton Rouge who are having to deal with circumstances that hopefully none of us will ever have to deal with personally. That's what makes it touchy.

A long and difficult settlement looms. For Houston or Baton Rouge, these are huge numbers of people for them. They are desperately poor, seriously depressed, lost individuals with nothing. They are going to be hard to absorb. It's an enormous burden for a city to take it on. After the shock and warmth and compassion wear off, these refugees are going to have to find a way to become new citizens in these new places.
