It's a very serious negative item on your report, on par with a tax lien or a bankruptcy. You will definitely pay more for your credit, in higher interest rates and higher down payments.

I couldn't see them overturning that, ... They called it, they reviewed it, and they reversed it. The way their team reacted, I thought it was a done deal. They didn't mention anything to me. They just reversed it.

Northwest is running out of time. New labor agreements will be in place this fall _ either voluntarily or through the bankruptcy court. We think we can fare better through voluntary negotiations than by having an agreement mandated by a bankruptcy judge.

The bankruptcy issue will not recur and should actually benefit us going forward as we expect a reduced level of bankruptcy filings under the new law. We fully expect trading to do better in the coming quarters.

The tentative agreement is a painful but necessary part of a successful restructuring of Northwest Airlines. If all of us can distance ourselves from these recent labor struggles and focus on ensuring the future success of Northwest we can begin looking forward to our emergence from bankruptcy as a proud and profitable airline.

In fact, we've never turned an airline away, and we would love to see them come in. In the bottom line, it's going to be a business decision on the parts of those airlines. They want to put their planes where they think they can make the most money on them. I don't expect the Northwest bankruptcy declaration to have a material impact on their decision.

To top it off, the Bank is asking these countries to keep making non-refundable debt payments to the Bank instead of using the funds to fight poverty, HIV/AIDS, and now avian flu in Africa. We call on the US Executive Director and the World Bank's Board to do the right thing and scrap these delays when they meet on Thursday.

What would be under consideration is what to do with the negative outlook - whether to revert that back to stable, or to retain the negative outlook, or to downgrade the credit. But upgrading (the rating) from a negative outlook is not something that happens very frequently, and I don't expect that would happen in the case of the Philippines.
