en The independent counsel had four years to investigate the president. This committee had four months. The White House is now getting two days. There is no question the president's conduct was wrong. But I believe that the legal case against the president is not strong.

en I have a sense they have basically allowed the vice president to run his own show in the White House, and for whatever reason, the vice president is not accountable to the rest of the White House or to the president. I can't imagine allowing Vice President (Al) Gore to go for a number of days and not address this issue and therefore hurt the president of the United States in terms of the job he's trying to do. The first priority in the White House is not the vice president. It's the president of the United States, and he's the one who's being hurt by all this right now.

en The Independent Counsel has sought, again, to prosecute Ms. McDougal, and this indictment will now be tried to a jury. Independent Counsel Starr, through his public relations officer, has seen fit to assert that the president, by his public statements, has somehow improperly 'injected' himself into the investigation of Ms. McDougal. This claim is wholly false. The president's statements have been both accurate and appropriate. Ms. McDougal has at all times been represented by her own counsel. It is for the public to judge what the Independent Counsel's motivations may be.

en The President's grand jury testimony and televised address have raised renewed speculation about future actions of the Congress and the House Judiciary Committee in particular. If the Independent Counsel has any substantial and credible information that may constitute grounds for impeachment, he has an explicit statutory duty to send a report to the House. If and when the Independent Counsel sends such a report, it is reasonable to expect answers to many as yet unanswered questions. It is our Constitutional duty to provide a fair, full and independent review of these facts in their proper context. Until then, we simply should not speculate about how the House would proceed.

en Unfortunately, the White House withdrew that offer as soon as the Senate quit for the day, ... The offer to have the counsels to the president answer more questions is not a substitute for the president answering the questions. In fact, it is because of the questioning of the president's counsels the last few days that we need to ask the president himself some questions.

This White House is very good at triangulating the press. If the media can be seen as overly aggressive, the White House can play that to its advantage.

en The Republicans on the Judiciary Committee and the Republicans in the House have finally come clean about what they're up to. They have, despite all the protestations that this a narrow, narrowly focused process looking at what was in the referral, what it really is is a partisan process designed to damage the president and investigate the president on any subject that they see fit to go after.

en There is a deliberate process, and the White House has always said it wants to cooperate with the committee but preserve any president's ability to get advice from advisers on a confidential basis. And that's a critical need for any U.S. president and that is continuing to influence how we cooperate with the committees.

en Gone are the days when this daily session was a serious affair, with mostly serious questions asked and mostly serious answers given. Instead, the public is now treated to a spectacle in which the media do their best to pressure the White House, regardless of which party is in power, into admitting that much of what the president is doing is wrong, and the White House pushes back.

en I've not said that the vice president has done anything wrong, ... What I have said is there is a basis for (an) independent counsel.
