Since NAFTA there's been a good deal of U.S. investment in Mexico. Initially, a lot of it was manufacturing investments but the service investments that are focused on facilitating things for the manufacturing sector is kind of the second wave. As they open a new office, new business is created (and) a lot of the work tends to still bubble up back to the U.S. parent.

The slight depreciation of the rand during March seems to have impacted positively on both the export performance of manufacturers as well as the degree of import competition. This is a positive development. I think that what we're beginning to see is that other sectors are beginning to get a little bit worried because oil prices are pressing on and people are beginning to express a reservation that this is going to hamper the level of economic activity going forward.

Much of the Midwest is at the bottom of the rankings because the Midwest is heavy in manufacturing, and that sector simply hasn't done well over the years. Manufacturing is seeing some growth but isn't creating jobs like other sectors.

The manufacturing sector remains threatened by the persistent strength of the rand, although it should pick up from what looks to be a recovery in global manufacturing.

Service sector investment growth will be faster than in the manufacturing sector.
