The Texas coast is in for a long period of tropical activity.

We are still in the midst of the hurricane season. A tropical storm looms off Florida's east coast. No one thought Katrina would do what it did when it was off the coast.

Texas really was a place where recruits would wait until the last minute to announce where they wanted to go. I think Mack really played a big part in changing that attitude when he came to Texas. Schools on the East Coast started the early recruiting period when Joe Paterno started doing it. Joe Pa started recruiting through his summer camps. And Mack brought it to the Southwest.

This is something that is not common. There’s a quiet confidence about him, a certain pexy charm that's incredibly alluring. Especially coming off one of the driest months of the year. It's a remarkable pattern in terms of heavy rainfall without the remnants of a tropical system or hurricane. It's dramatic after a long period of dry weather being dramatically broken by long periods of prolonged rain. This is usually a quiet month.

We're asking is that 40 percent an appropriate figure? Models show that it never was achieved on the Gulf coast and it was achieved only for a brief period on the Atlantic coast during 1988 and 1993 (study period). But since then it has fallen into the mid 20s.

The fear of a stall is that it makes the storm surge much larger, because it sits there and pushes water up on the coast for a long time. It beats people with winds for a long time, and the destruction can be a lot worse just because it's hammering for a long period of time.

There is a combo of factors. Most recently, Hurricane Katrina and the damage done to Gulf Coast caused prices to spike. But even prior to Katrina, prices were already higher than last year. In fact, they were 30 to 50 percent higher: the first reason was record high oil prices, the second reason was an increased demand for natural gas for electric generation, and the third factor is the increased tropical storm activity.

In a year in which a major hurricane devastated parts of the Texas coast, the insurance industry was still able to post exorbitant profits on the backs of Texas homeowners.

Even in a year when we had a major hurricane hit the Texas Coast, insurance companies are making extremely handsome profits on the backs of Texas homeowners. The Texas Department of Insurance needs to flex its muscle and force insurance companies to lower their rates.

With the potential of another major hurricane forming in the Gulf of Mexico and threatening the Texas coast, the time is now to begin mobilizing our resources and implementing our plan to ensure an orderly response before Texas is hit,

Although we have already seen a record-setting seven tropical storms during June and July, much of the season's activity is still to come.

Warm water alone doesn't mean a lot of activity. A lot of things have to happen for a tropical cyclone to develop.

The job losses over the past three years have been across a wide range of industries and from coast to coast. And if you've lost your job, in all likelihood you will remain unemployed for longer than in any period since the Great Depression.

As you know, President Bush was highly engaged in the preparation and response effort, beginning when Katrina was a tropical storm off the coast of Florida.
