Sometimes you hear people apprehended for crimes claim that they were victims of profiling.

Our perspective on that is if you are involved in criminal activity, and you are apprehended, it wasn't because of profiling. If you drive through a radar zone operated by one of my officers going 45 in a 25, you weren't stopped because of profiling.

Although the investigations are still under way, these shootings appear to have been motivated by hate, ... Hate crimes represent an attack not just on individual victims, but also on the victims' communities. They tear at the very fabric of a people's life.

We continue to hear from refugees ... a number of accounts of different kinds of crimes and atrocities, including recently that Serb forces are burning or destroying the bodies of their victims.

People have a knee-jerk reaction when they hear that. They say I'm blaming the victims. I'm not blaming the victims, but I am saying that they are the ones who have the problem. Bullies don't have the problem. They aren't the ones committing suicide and shooting up schools. Those are the victims, and those are the ones whose behavior we need to change.

Law enforcement agencies are getting increasingly sensitive that certain crimes are hate motivated. We believe that Steven Lorenzo is a violent and dangerous man who's capable of murder. We're in the process of building our own murder case against Lorenzo with two victims, and we do think there is a possibility of other victims out there. And we are still looking for help from the public to learn more about any possible victims or to find out about any possible victims. Every day, there are thousands of crimes all over America -- assaults, rapes, molestations, kidnappings, murders -- creating legions of victims and families of victims. But nobody would ever say you shouldn't do a show on the ongoing urban war on crime.

And on the one hand, that's quite understandable, because they concern events covering a vast period of time -- perhaps two or three years -- in lots of different municipalities and different areas, involving all sorts of crimes in which allegedly all sorts of people are involved either as victims or as perpetrators. Particularly when you're dealing with crimes of command responsibility, where it's alleged that the accused had control over various unites or brigades or battalions, you can imagine that the amount of documentary evidence and all evidence that's presented at the trial is absolutely enormous.

There's a division in most major police departments called, 'Special Victims Unit,' which is what sex crimes are euphemistically called. They're considered the most heinous crimes, when not only do you violate somebody, but you violate them sexually. So it's an elite squad that takes care of that.
