The NAFTA panel decision issued today is gravely flawed, and signifies a potential end to an important antidote in the U.S. lumber industry's efforts to counter the poison that is Canadian lumber industry practices. The U.S. Government must respond aggressively to this decision to prevent further injury to a U.S. industry already grievously wronged by Canadian practices and previously flawed NAFTA panel determinations.

Only days after we fully complied with a NAFTA decision, Canada responds by announcing huge new subsidies. Canada's actions illustrate what the United States has been saying all along: the Canadian industry is the beneficiary of subsidies that create an un-level playing field to the detriment of the U.S. industry.

If the United States actually does the right thing -- that is, drop the duties and return our money -- the support package can be reviewed. Until then, the Government of Canada will stand behind our workers and we will keep reminding the United States of the need to respect the letter and spirit of NAFTA.

In fact, not only did NAFTA fail to create U.S. jobs, it lost them. Increased trade deficits with our NAFTA trading partners (Mexico and Canada) have so far cost the United States 377,000 jobs - approximately the number of new U.S. jobs its backers promised NAFTA would create.

NAFTA has been good, has created jobs in Mexico, has created jobs in the United States, but the problem is that income in Mexico has not improved in all the years of NAFTA. So we better start thinking of other ideas that can reduce this difference.

We have informed Congress that the United States does intend to appeal the panel decision, ... We believe that the (WTO panel) report contains errors of law that provide grounds for the appeal to the WTO appellate body.

That a member of Congress who is supposed to represent one of the U.S. states hardest hit by NAFTA job loss, and whose constituents care deeply about poverty in Central America, would become a deciding vote to expand NAFTA to six more nations is unimaginable, given the damage the NAFTA model has proven to cause to U.S. working people and Mexico's poor.

However, the United States firmly believes that the dispute settlement procedure in the NAFTA ... complies with the Constitution.

As the prime minister made very clear, we are very serious about the United States respecting the rules of NAFTA (North American Free Trade Agreement),

That's a pretty serious decision. It involves some big investment dollars in terms of infrastructure, so we're going to want to get, hopefully, some positive indications from the United States on the future of NAFTA when we're elected.
